Restriction on Purchase of WoW Token

Quote from: Blizzard

In order to preserve the integrity of the game and provide a better token market to players, with an update to World of Warcraft on Tuesday, November 21, we will enable the following restriction in this region.

• Players will no longer be allowed to purchase a WoW Token from the Auction House or the in-game Shop for gold if they have not spent real money to purchase and consume at least 30 days of game time (a “Time Limited License”) since 2017.

This does not affect the consumption of existing WoW Tokens, however, game time provided by the consumption of a WoW Token does not count toward the qualification to purchase a WoW Token for gold.

After November 21, 2023, any player who cannot purchase a WoW Token for gold in-game will need to first purchase and consume at least 30 days of game time for real money. This can be done on any World of Warcraft account across the player’s Battle.net account to qualify.

Thank you.

Hotfixes: November 16, 2023

Quote from: Blizzard

November 16, 2023

Classes

  • Monk
    • Mistweaver
      • Fixed an issue that caused Essence Font to fire one more bolt than intended per second channeled.
      • Developers’ notes: We’re aware of an issue that will cause Essence Font’s tooltip to display an incorrect channel rate after this fix. This will be addressed in a future update.
  • Rogue
    • Assassination
      • Fixed an issue that allowed Sanguine Blades damage from vulnerability damage increases on enemies to be unintentionally doubled.
      • Fixed an issue that allowed Poisoned Edges (Aberrus 2-piece set bonus) damage from vulnerability damage increases on enemies to be unintentionally doubled.

Dungeons and Raids

  • Amirdrassil, the Dream’s Hope
    • Fyrakk
      • Developers’ notes: Both player feedback and data have indicated that Heroic Fyrakk doesn’t pose as much of a challenge as we’d intended. We’d like Fyrakk to be a satisfying ending to Amirdrassil, the Dream’s Hope for the vast majority of players who have yet to encounter him, so we’re making a few adjustments to the overall difficulty of the encounter.
      • Burning Scales damage increased by 40%.
      • There is now an additional occurrence of Blaze during Stage Three.
      • Blaze damage increased by 40%.
      • Damage of colliding with a Swirling Firestorm increased by 60%.
  • Dawn of the Infinite
    • Resolved an issue that could cause Chromie to get stuck channeling on Blight of Galakrond during a Mythic Keystone run.
    • Resolved an issue which could prevent Manifested Timeways from spawning.

Items

  • Fixed an issue that prevented Gift of Ursine Vengeance from stacking Rising Rage properly.
  • Fixed an issue preventing Hearthstone of the Flame from being tradeable to other eligible party members.
  • Rings and neck pieces from Throne of the Tides should now drop correctly for all classes.

User Interface

  • Restricted addon functions that allowed for in-combat distance checking between players.
  • Developers’ notes: This change was intended to be implemented with the launch of the Guardians of the Dream patch, to avoid requiring that addon authors update their addons separately after the content is already being played. We apologize for the confusion and inconvenience.

Patch 10.2.5 Seeds of Renewal PTR Development Notes

Quote from: Blizzard

Dragonflight: Seeds of Renewal 10.2.5 Update Development Notes

FOLLOWER DUNGEONS

  • Follower Dungeons are available for all 8 of the original Dragonflight dungeons on Normal difficulty. Queue solo or partner up with up to four players in your party and queue into any follower dungeon. Once entering the dungeon, a follower NPC will join your party and fill any role that wasn’t filled by one of your pre-existing party members.
  • Rewards given will be the same to that of running Normal dungeons with a full party of players.

AZEROTHIAN ARCHIVES

  • Discover the history of the Dragon Isles and meet a unique cast of characters, hear stories of old, and witness the iconography of a time before. Participate in Solo and Group activities within Traitor’s Rest with a Weekly Public Event, plenty of opportunity to explore, and earn rewards like battle pets, mounts, and a transmog set. Start your journey as an Archivist today by examining their advertisement in the Sapphire Enclave library located in Valdrakken.
    • Developers’ note: Group activities won’t be available on the PTR.

RECLAIMING GILNEAS

King Greymane is ready to retake his kingdom, but Gilneas isn’t as empty as expected. Help reclaim what was lost and return the kingdom to Gilnean hands.

  • Developers’ note: Reclaiming Gilneas won’t be available for testing on the PTR.

DRAGONRIDING AVAILABLE WORLDWIDE

  • Dragonriding is now available throughout Azeroth wherever flying is available. Outside of the Dragon Isles, Dragonriding mounts move at 80% of their maximum speeds.
    • Developers’ note: We are restricting the speed of dragonriding outside of the Dragon Isles in order to not make travel times on old world contents trivially short. We believe 80% dragonriding speed will strike a balance between giving players exciting and engaging traversal, while still preserving a sense of immersion. The Dragon Isles continent is pretty massive compared to some of our older continents, so we need to adjust speed accordingly.

OUTLAND CUP

  • The Outland Cup is available for testing from November 16 through November 29. Mount up and rediscover the skies of Outland with a new Dragonriding racing event arriving on the shattered world.
  • Thirteen new races are spread across Outland and are available in Normal, Advanced, and Reverse courses. Hellfire Hustle, Coilfang Caper, Blade’s Edge Brawl, Telaar Tear, Razorthorn Rise Rush, Auchindoun Coaster, Tempest Keep Sweep, Shattrath City Sashay, Shadowmoon Slam, Eco-Dome Excursion, Warmaul Wingding, Skettis Scramble, and Fel Pit Fracas.
  • New rewards available for purchase with Riders of Azeroth Badges: Drake Racer’s Scarf, Outlandish Drake Racer’s transmog set, new dragon customizations, Valdrakken Accord Insignia, and Manuscript of Endless Possibility that randomizes mount customizations each time you mount up on a customizable mount.
  • Complete all Outland Cup races on Gold to earn the achievement Outland Racing Completionist: Gold, Outland Racer title, and Ruby Riders of Azeroth tabard.
  • Mount customizations will now be used when racing in the Outland Cup.
  • Players will be granted a maxed out Dragonriding Talent Tree when racing in the Outland Cup.
  • The introductory quest for the Outland Cup has been changed to require the player to complete all the races.
  • Players will now be rewarded with 40 Riders of Azeroth Badges for completing the quest.
  • Players that haven’t unlocked dragonriding yet will also be able to fly the race courses using loaned dragonriding mounts.
  • The Grotto Netherwing Drake and Flourishing Whimsydrake have been added the the list of available loaned dragonriding mounts.
  • Since worldwide dragonriding is now available, you will no longer be dismounted after completing the race if dragonriding is unlocked on that character. If dragonriding hasn’t been unlocked, you will be dismounted after completing a race.

ACHIEVEMENTS

  • New Appearance achievements have been added.

CHARACTERS

  • 5 new hair colors for Trolls.
  • 1 new skin color for Draenei.
  • Customizations for Warlock Tyrant and Darkglare demons.
  • DRACTHYR
    • New Passive Ability: Empowered Soaring – Soar is now equivalent to dragonriding, granting access to vigor and all dragonriding abilities.
    • New Passive Ability: Expedited Takeoff – Soar’s cooldown is reduced to 10 seconds.
      • Developers’ note: Soar dragonriding will become available after learning dragonriding on the account and the Evoker has completed the Forbidden Reach starting experience.
    • Familiar Skies (Racial) has been removed.

CLASSES

  • Multiple Class talents that were previously Shadowlands Covenant Abilities (such as Convoke the Spirits, Divine Toll, and Sepsis) have had their spell visuals updated to match their Class visual kit. This is an ongoing effort and more will be added over the course of the Seeds of Renewal 10.2.5 PTR cycle.
  • EVOKER
    • Preservation
      • Developers’ note: We would like maintaining Reversions to feel more rewarding for Preservation Evoker, even when playing an Emerald Blossom focused build. As a result, we are tying in casts of Reversion with Essence Burst. This should make the rotational flow of Preservation smoother and more enjoyable. Since this introduces more mana-free spell casts, we are also increasing mana costs to compensate. As always, feedback on this change is welcome and we will be monitoring discussion around this.
      • Essence Burst may now trigger from casts of Reversion.
      • Mana cost of most spells increased by 10%.
  • MONK
    • Mistweaver
      • Dance of the Wind has been redesigned – Your dodge chance is increased by 10% and an additional 10% every 4 seconds until you dodge an attack.
      • Ancient Teachings now additionally increases Stamina by 5% while active.
    • Windwalker
      • Dance of the Wind has been redesigned – Your dodge chance is increased by 10% and an additional 10% every 4 seconds until you dodge an attack.
  • SHAMAN
    • Earth Elemental, Fire Elemental, and Storm Elemental (as well as the Primal versions of these elementals) now have a reduced size in instances for the Shaman’s allies and enemies. For the Shaman, the Elementals still appear large.

USER INTERFACE AND ACCESSIBILITY

  • A preview window has been added to the “Quest Text Contrast” setting in Accessibility Options.
  • Art has been updated for predictions and absorbs on unit frames.
  • Limited-time (holiday) Traveler’s Log activities will now be marked as such, with the time left shown.
  • In the Transmog Sets pane, you can now favorite individual set pieces using right-click. Each set piece also now says its slot type in the tooltip (e.g. “Shoulder”).

Classes

  • Evoker
    • Augmentation
      • Ebon Might now properly benefits from the 4-piece class set bonus from Aberrus as well as Close as Clutchmates.

    • Hunter pet attacks now scale with weapon attack power.
    • Kill Command, Bite, Claw, Smack, Flanking Strike, Froststorm Breath, and Burrow Attack damage reduced by 32.5%.
      • Developers’ notes: In a recent hotfix aimed at correcting an issue with Augmentation Evokers and their damage logging, we adjusted how Hunter pet damage is calculated. A side effect of this was that Hunter pet attacks started scaling with weapon attack power, increasing the damage of a Hunter pet’s special attacks by about 32.5% at 450 item level. This is actually something we would like to retain, as it means that Hunter pet damage will now benefit from weapon upgrades.
    • Mend Pet and Revive Pet are now separate pet utility buttons and are no longer automatically swapped back and forth based on your pet’s state. This is a temporary change to resolve some issues with interactions between Call of the Wild, Mend Pet, and Revive Pet. Mend Pet can be found in the “Pet Utility” flyout menu in the main Hunter spellbook.
  • Rogue
    • Outlaw
      • Fixed an errant interaction that caused Soulrip to apply without the rogue dealing combat damage.
  • Warlock

  • Shaman who reached Combatant I during Dragonflight Season 3 should now be granted the Elite cloak appearance.

    • Vengeance
      • Sigil of Silence base duration reduced to 5 seconds (was 6 seconds). PvP duration has not changed.

  • Evoker

      • Ebon Might grants 6.5% of the Evoker’s primary stat (was 8%).
      • Close as Clutchmates increases the effectiveness of Ebon Might and Breath of Eons by 10% (was 20%).

    • Beast Mastery
      • Corrected an issue where the Bloody Frenzy talent was granting the effects of Beast Cleave for longer durations than intended and was not properly updating the personal nameplate Beast Cleave icon.
  • Paladin
    • Retribution
      • All ability damage increased by 3%.
  • Priest
    • Discipline
    • Developers’ notes: Discipline healing throughput (particularly in raids) is slightly higher than we would like, given their damage and utility contributions to the group. To balance them, we’re reducing some talents that are giving a lot of power for only 1 talent point. The goal is to improve talent balance while also bringing them in line with other healers.

Hunter Pet Damage Adjustment

Quote from: Blizzard

In a recent hotfix aimed at correcting an issue with Augmentation Evokers and their damage logging, we adjusted how Hunter pet damage is calculated. A side effect of this was that Hunter pet attacks started scaling with weapon attack power, increasing the damage of a Hunter pet’s special attacks by about 32.5% at 450 item level. The side effect is something we would like to retain, as it means that Hunter pet damage will now benefit from weapon upgrades.

We’re currently testing the following hotfix, and intend to apply it to all realms as soon as possible today:

  • Kill Command, Bite, Claw, Smack, Flanking Strike, Froststorm Breath, and Burrow Attack damage reduced by ~25%.

After this hotfix goes live, it will be added to our next Hotfixes Update.

Changes to Consumables in Unrated Battlegrounds with Season 3

Quote from: Blizzard

We’ve seen feedback like this, expressing interest in the ability to bring consumable items into unrated PvP environments to spice up the flow of combat. Over the years, we put tight restrictions on these to minimize disruption. We felt this was especially important during a time when the solo battleground player did not have alternative forms of content if the chaotic and sandboxy nature of unrated battlegrounds became too overwhelming.

Now, with a variety of game modes to pick from and a much narrower gap in power disparity between players, we want to take an opportunity to review this philosophy. In a hotfix going out tomorrow with the start of Season 3, we will adjust a variety of Dragonflight consumables to enable their use in Unrated Battlegrounds. We will also make a handful of adjustments to War Mode consumables to make them more practical for players to acquire in bulk. Some items will also receive some moderate tuning adjustments (outlined below) to ensure that they are impactful, but not disruptive. The most significant change to note is that the War Mode items in the below list have had their cooldowns standardized to 5 minutes, shared with other typical combat consumables. Engineering bombs remain on their own separate 5 minute cooldown.

With this hotfix, all of the following items will be enabled for unrated battlegrounds and battleground brawls, excluding Battleground Blitz. Please note that some tooltips may include zone restrictions that are no longer applicable after this change and will be corrected in a future patch.

Engineering Bombs
The chance for bomb malfunctions is now standardized to 5% for all players while in a battleground, regardless of other factors.

  • Grease Grenade
  • Primal Deconstruction Charge
  • Polarity Bomb
  • Gravitational Displacer
  • Sticky Warp Grenade
  • and their EZ-Thro counterparts

War Mode Consumables

  • Curious Primordial Fungus
  • Pest Fogger
  • Wild Dragon Fruit
  • Wild Truffle
    • Duration reduced to 12 seconds (was 20 seconds).
  • Energized Temporal Spores
  • Gritty Stone Potion
    • Speed penalty reduced to 15% (was 30%).
  • Warbanner of Ire
    • Now on the Battle Standard cooldown of 10 minutes.
    • Bonus primary stat reduced to 5% (was 10%).
  • Prismatic Snail Mucus
    • Critical strike chance bonus reduced to 30% (was 50%).
  • Soothing Emerald Tea
    • Now on the Healing Potion cooldown of 5 minutes.
    • Immediate health increased to 25% (was 20%). Health over time increased to 40% (was 15%).
  • Volatile Crimson Embers
    • Damage bonus increased to 30% (was 25%).
    • Damage taken over time reduced to 1% every 3 seconds (was 3% every 3 seconds).
    • Duration increased to 24 seconds (was 15 seconds).

Additionally, we will adjust the War Mode consumables to no longer be Unique and no longer have charges. Instead, these will be stackable items all the way up to 200. We will also reduce their cost from 100 Bloody Tokens down to 50 for a stack of 5, and Seltherex will now also offer these items for 500 Honor for a stack of 5.

For players who may already have a few of these items when this conversion takes place, you should retain the same remaining number of uses left even if your stack size does not visually reflect this.

Finally, we’d like to encourage everyone to share feedback on all of this. We’ll be monitoring it closely when making further decisions about how to approach this sort of gameplay.

Evoker

  • Augmentation

    • Ebon Might grants 6.5% of the Evoker’s primary stat (was 8%).
    • Close as Clutchmates increases the effectiveness of Ebon Might and Breath of Eons by 10% (was 20%).

Paladin

  • Retribution
    • All ability damage increased by 3%.

Priest

  • Discipline
  • Developers’ notes: Discipline healing throughput (particularly in raids) is slightly higher than we would like, given their damage and utility contributions to the group. To balance them, we’re reducing some talents that are giving a lot of power for only 1 talent point. The goal is to improve talent balance while also bringing them in line with other healers.
    • Divine Aegis absorption reduced to 5% of healing done (was 10%).
    • Inescapable Torment damage reduced by approximately 19%.

Additionally, we’re increasing the throughput of both Destruction and Demonology’s set bonuses from Amirdrassil while also increasing the power of Dimensional Rift baseline.
